Well, I'm from Barcelona and the only ones that used to walk around with just their swim suit were tourists, and there were some weird situations with tourists walking around the city almost naked, so the "nudity" was taken too far. I agree that it's a tough measure for a light problem, Barcelona has this obsession with looking nice all the time. I live downtown and I'm not allowed to hang out my drying clothes on my balcony because it's "ugly". Yet I like it better now that there are not that many naked torses walking around Barcelona downtown and everything looks as normal as it should be.
Besides, deat British visitors: don't go swim in Barcelona's beaches, they're sooo dirty and full of trash… just take the train a little bit more North (it's about 2€), to the villages of Mataro or Vilassar de Mar, where people don't throw as much trash as they do in Barcelona. And you don't have all the tall buildings around!
